In California the conversion process to condominiums is approved by the City in which the property is located, and the mapping process is regulated by the California Subdivision Map Act. Tenant communication is important during the conversion process. The State of California requires that a number of notices be given to the tenants at the beginning and during the conversion process. From 2000 to 2007 a number of apartment buildings were approved for a tentative subdivision maps (TSM) for condo conversion however, between 2007 thru 2012 many of the properties changed ownership. Most of the new purchaser were not aware that there was an approved TSM map for condominium purposes approved for the property, therefore those approved TSM have now expired, subsequently, there is a limited number apartment properties available to developers who wish to purchase a property for condo conversion that have an approved and recorded final subdivision map. Since 2015 the trend of apartment complexes being converting into condos is gaining momentum and the high single-family housing prices are driving the condominium conversion boom whose target markets are primarily first and last time buyers. In markets across the country, condo developers are paying a premium to acquire and transform rental properties into condos.

Westone will prepare the application along with the attachments from the subconsultants, file and process the application through the Planning Department, attend and represent the project to the Community Planning Groups, Planning Commission and City Council. Once approved Westone will address the conditions of approval, process the subdivision map through the Engineering Department and cause the final subdivision map, condo plan and C,C&R’s to be recorded.
